Having done over 30 cruises, with various lines, I’ve learned that these port shuttles are usually imposed on the ship by the port. It’s the reason you usually have to pay cash, and can’t charge them to our shipboard account.

Into which town? Ports? Getting to where a cruiser wants to go is the person's responsibility.
