Review summary

Carnival needs to be more strict with disembarkation policy. Turn away group that disembark out of turn. If you're going to assign group then enforce it. This is why disembarkation is always a mess and bottle neck.

Disembarkation

4 hours wait. Carnival should expect and have plan for medical emergency on disembarkation day. Still proceed with disembarkation other thousands of guest. Open a different gang way for emergency. Don't need to hold up the entire ship for one medical emergency. Also enforce specific group that was called to disembark to avoid bottle neck. Have staff check for luggage tag, turn away other group that was not called yet.
