We purchased the hop on/hop off excursion to see the city highlights. It was basically a mode of transportation, and very limited information about the city sights.

Since our embarkation was delayed, we were able to take advantage of an unexpected free bus tour of Seattle offered by HAL from the airport, which ended at our cruise ship. We were able to leave all of our luggage with the HAL representative and trusted they'd arrive at our staterooms. No problems. We enjoyed our stop at a major commercial Fisherman's Wharf area where we enjoyed a delicious fish and chips lunch

We were able to walk around the city and see some of the sights. Uber helped with transportation, I would recommend bringing rain jackets.

Be careful when your booking a hotel. They have great rating and look amazing. Then you get there and it’s super old and cramped. Plus, you have to pay for breakfast you get free at any Holiday Inn, Hilton etc etc Another thing we learned it’s expensive to get around. Uber app is the best you can rent motorized bikes that take you everywhere. Don’t use taxis!
