I recall one cruise last year where we were directed to our muster station immediately after boarding the ship. On the next cruise we weren't directed, but we went to our assigned muster station on our own to get that little task out of the way. There was no staff there and we had to return later!
I agree with the previous suggestion that there should be no drinks and no cabin access until making an appearance at the muster station. With the "old" procedure, it seemed like there was always quite a few drunk and belligerent individuals making it very unpleasant for the majority of people who just wanted to follow the rules and get it over with asap. It seemed like a lot of the late stragglers keeping everyone waiting had come from the bars. The "new" procedure lends itself to restricting pre-muster alcohol and cabin access because guests can quickly lift the restriction by simply reporting to their muster station, and then go about their business of drinking, unpacking, or whatever with minimal delay.
It's unfortunate that so many people have the attitude of "I'm on vacation, I don't have to do anything I don't want to do."
