Because of the ship's origin and registry, by law it has to stop in Victoria. A real waste for excursions. I have heard that the private limos on the docks are aren't too expensive and give a nice tour. Will find out in September!

The Jones Act requires at least one stop at a foreign port. This is one reason I would never do a 7 day Roundtrip Cruise to Alaska from Seattle. The port times for all ports are shorter than the one-way itineraries and you have to stop at Victoria, usually for a few hours at night.

They can’t do away with Victoria if you want a casino. They have to incorporate at least one international port in order to host gambling.
