Why is there such different reviews for embarkation for the same cruise date? Referring to parking at the port!

We love the port at Baltimore. We can park within easy view of the ship. So convenient. Can’t imagine they would keep people from parking for NO reason. Seems like it would be in their best interest to let people park if it were possible.
