What has been the response to complaints on the decks regarding underage guests? I enjoy some time in silence without screaming children or wild adults. How have the staff managed the situation when it gets unruly?

I don't understand how a parent would have their kid with them in an adult only section... it's and adult only section, very similar to the idea and thoughts behind the "Childs menu" for the chop house. There are some areas made for the adults and parents to get away from the kids...

If the child is well behaved, I generally either don't notice or at least don't worry about it. If someone (adult or child) is boisterous, then I ask the attendant to address it.
I have not had any kids on the serenity decks on the 4 Carnival ships I have been on. If you see kids in there, I would mention it to the attendant.
