Victoria will always be a short port...and Encinada Mexico for Hawaiian cruisers will also be a short port...the ships only dock there because of an old outdated federal law...for Victoria I would recommend a flight into Vancouver and plan a weekend...you will get a better flavor of Victoria and Vancouver

They don’t ck your card after the first day. So people without anytime dining were showing up taking up space.
