Either you haven't cruised in a while or you have been sailing on older or smaller ships. Our experience mainly with Princess and a few with Royal Caribbean is that the days of wrap around promenade decks are getting fewer. Most of the larger ships will have portions of promenade decks that are accessible for sitting or viewing but you cannot walk all the way around the ship. They either just don't exist around the whole ship or they are limited to crew and maintenance purposes, life boat access, and al fresco dining. On the other hand, many of the larger ships have walking tracks that may not wrap around the entire ship but do provide a walking/running path and (as you walk) viewing. If you just want to sit and look at the water and or read, there are other options including your balcony.
