With all that said and done. Carnival Horizon had a few hiccups. There were water leaking from the ceilings abd the contruction on our side was crazy with the times they do it, could'nt rest I was upset about that.

I had a similar experience on this same cruise with the leak/construction back in march. I would lower your expectations of the “English speaking”. You are in their country, not the other way around.
