Not enough time there. We caught the shuttle ($16 each) to go into town. By the time we were seated and ate at Finn’s there was barely time to get an ice cream and catch the shuttle back to the ship.

Wonderful day in Victoria. We had signed up for a hop-on, hop-off bus tour but the bus never came, so after waiting over an hour, and only getting a recording on the 2 local numbers to call for the bus, we decided to walk around ourselves. We walked to Fisherman's Wharf, took a water taxi to Chinatown, and walked back to the ship via the Parliament, Princess Hotel, and several other stops, including a wonderful lunch in a café overlooking the water. Weather was 70 degrees and sunny.

Ran out of things to do. Took a horse carriage ride for 110 for 30 minutes which was average and ate at Barbs fish at fisherman's wharf. If you walk off the ship and down towards the warf, a tour company will try to sell you a bus ride to town for 5 dollars. It is a scam, you are almost already there and it takes longer to board the bus. Pretty location, but I do recommend you book a tour if you want more fun than an hour or two.

No excursion- probably should have.shuttles to downtown cost $16 pp and it just dropped you off in front of the Empress Hotel. We went in there, looked around then walked the area. Downtown interesting- lots of big stores and a small craft area down one of the streets. Probably should have taken a tour excursion since we had to pay $32 anyway for a ride downtown.
