Tortola is very british and our experience (been there several times) is that tourists (and especially cruisers) are tolerated at best. People are not friendly, but are not intentionally rude, either. You could skip this port except for the north beaches which are very nice.

Snorkeling was great at Smugglers Cove. It has a nice little bar with food available. Some others in my party went to Cane Garden Bay and said it was awesome!!!!

We did not do an excursion. Instead we rented a scooter for the day and drove to the beach. Was an awesome trip but renter be aware. There are some big hills that the scooter can just barely make.

Tiny place, under construction in harbor and stinky. We got herded to buses that drove through the slums to get us to the beach. Beach was ok but not world class.

The taxi to the beach on the other side was well worth it with amazing views and a fabulous beach.

A tour of the island was a good way to spend an afternoon.
