I am taking this as a serious question, not just a fun one. I would change the "stanard gratuity" to an include in the fare item. That way, people couldn't claim to not know about it, couldn't remove it and the crew would be more appropiately compensated. Yes the fares would be higher, but most people pay it anyway. Then any gratuity would be a real appreciation of service.

On a more whimsical note: have an indoor mini golf course.
