Putting nothing on a customs form is a red flag. Everyone buys something. Better to put down a token amount, $200, than nothing at all.
We had one cruise where we declared nothing. The custom agent asked if we really didn't buy even a t-shirt. We explained that this was our 20th (somewhere in that area) cruise and all we bought were drinks the boarding photo. We had all the t-shirts we needed. He grinned and waved us on. It was the truth. If we have ever missed something it was not intentional.
That happened to me once. I bought a magnet and maybe a picture card and didn't put it down and was asked if I really didn't buy anything. I told the agent the two small items and that was that. I always list the small items now under souvenirs and that seems to take care of that lil' issue just fine. I would never try taking anything that must be declared through without declaring it. Those customs agents scare the crap out of me. I never want to cross any of them.
Oops.... Polo shirt. That teaches me to type when sleepy.... got to love auto correct.
Just got back from a cruise out of Miami, no custom forums unless you had over $ 800.00 to declare. Just showed passport and I was good. All I bought were some T-shorts and a gold shirt.

Depending on what karat gold your shirt was, you may have needed to declare it
Maybe we should rephrase the question to: Has your "friend" ever not declared something they should have

I remember a couple of cruises ago, we handed the card to the agent. He glanced at us and started with the "friendly" questions -- what was your favorite port, where do you work, etc (designed to get you talking freely). He then asked, "Didn't you buy any jewelry?"
I answered, "Yes, it is declared on the form".
He turned red and waived us through

Let me clarify that my transgression was unintentional -- I did verbally declare the item (which was how I got caught).
I think the Customs agent was missing his morning cup of coffee
