Who is responsible for this one? not that it matters. Glad it didn't happen during the first few hours of embarcation or debarcation stateside. THAT would have been 10x worse.

Not to be cynical, and I truly hope any injuries sustained are minimal, but this statement in the article caught my attention.

" a spokesperson for the cruise line told USA TODAY in an emailed statement. "We have dispatched our CARE Team to Panama City to offer additional support to these guests,"

I'm curious as to how many of the "CARE Team" are lawyers with NDA's and Settlement Offers in hand.

Dunno..from port to port not sure who is responsible, or who actually owns the equipment. Sometimes its the port itself, sometimes the cruiseline. I got a bro-in-law retired lives in Panama City. all I know is Panama, courtesy the Canal, obviously, isn't your run of the mill banana republic. Cruise lines shhould exercise cvaution before pointing any fingers.
