I will preface my question with the fact that this will be my first cruise ever, coming in Nov 2017, on Carnival.
So that I will know what to expect, is there a special event to meet the captain and officers during the Cruise Elegant night, or formal night? How popular/crowded is this event?
On this night, is the best time to have dinner early or late as far as minimizing impact of crowds?

It may depend on the cruise and the Cruiseline. We've only cruised a few times, and there was a good turnout we could see in the lobby as we walked by, but no real line to meet the officers. Also, if you have chosen an assigned dining time there will be no lineup, but if you've chosen anytime dining, there could be a line, but the line moves quickly. We prefer your time dining and have only waited once in line and that was for less than 10 minutes.
I am hoping for a revival of cruise elegant. I actually like getting dressed up however, I don't do the pictures. Yes, it can be a pain but I look forward to the evening. Funny enough I will sometimes change into something more relaxed after dinner.

On our last cruise, we could see guests mingling with the officers and getting photos taken, but it's not something we have ever cared to do. It's part of the weekly duties of the captain and officers to smile and mingle, but I wonder if it is something they enjoy or just have to do, and make it look like they enjoy. John Heald has mentioned that they do get tired of hearing the same comments "if you're here who's steering the ship" etc. 
I wouldn't say that. All I want is a picture and I'll be on my merry way.

I can imagine that most of them would rather be spending time elsewhere rather than being forced to mingle with the passengers. I only went to one of the "Meet the Officers" events and the Captain, although polite enough, clearly did not want to be doing it.

It depends on the cruise line. On the ms Koningsdam (HAL) we met the captain while at a cocktail party on the Lido Deck. He spoke to us all on the deck above. Later, we had our photo taken with him. I don't remember it being a formal event. Recently, on the Rotterdam, we had our photo taken with the captain when we received our Silver Medallion followed by a Mariner Brunch. It was not a formal event either but there was a dress code listed - Smart Casual. Shaking hands with the Captain is being frowned on now in an attempt to not spread illnesses.
