Review summary
Ship could have done a lot more to control out of control spring break college kids. Drunk, loud, food all over the halls and running up down the halls yelling most all night. Was I on a cruise ship or at a frat party? The kids were drunk and loud in the formal dining rooms and staff did and said nothing. Could not even talk to my wife seated next to me. I will not cruise on Norwegian again due to this. The cruise staff should have kept this under control. Food was also not very good. I have never experienced this on any other cruise line.

It is not just NCL, any short cheap cruise during spring break is a zoo. Spring break short cruises on Carnival are the same. If the cruise is cheap enough that anybody can afford it, then anybody will be on it. I had even read a review that the 4 day Celebrity cruise is a party boat on spring break. As for the food I agree with you. IMO to get a good meal on NCL you have to go to the extra fee dining.
I agree, just to add. Princess has started doing 3/4 day cruises out of San Pedro. They are having the same issues. Just my two cents.

All in all, a 4 night cruise with a bunch of drunken college kids is STILL better than 4 nights of work, cooking, cleaning and making beds!!! You can't choose which passengers you cruise with but you can plan ahead when it comes to when you cruise. I have had fellow passengers (not just kids) that had absolutely no consideration for other passengers across all the lines I have sailed. But unless they infringe on my onboard rights or affect my enjoyment, I let it go and enjoy my cruise. People will be people and idiots will be idiots. And I will be me !! Bon Voyage.......

First and foremost, out of control minors are a parental responsibility. Poor parent supervision on cruises has been discussed on just about every cruise forum and group I belong to. Crew is limited in what they can and cannot do however, it is essential that crew members alert parents if their child is doing something unsafe or possibly injurious to themselves or another passenger.
I concur w/johngold's thoughts on cruise selection. Any cruises of 7 nights or less is going too have more minors onboard than longer voyages but cruises during school vacation times are going to have loads more kids to contend with. Also, consider the cruise line you take. NCL and CCL aim at a more budget-minded consumer so families are more apt to book with them to keep the cost down.
Best wishes on a better experience the next time you cruise.

Wow, Your experience of 4-6 cruises tells me you are not new to this. So sailing on a 4 day 3 stop cruise at the start of Spring break in Florida, did not set off any alarms?. I would definitely chat with my travel agent as to why they did not warn you. Unless you already did that?
Please follow the reviews on this site. Nearly every reviewer will tell you.. Unless you are a party animal... Stay away from short cruises during Spring Break!!!!
Any and all cruise lines.....
So don't be too quick to blame the staff, although they could have been a little sterner with the noisy folks in the MDR. The party crowd can be a bit overwhelming.
