all adults in the cabin have to have the same package, so if you have the drink package they have to have it also. if neither of you drink, you can decline the beverage package and purchase the soda package, its about half the price of the required gratuity if you were to take the beverage package.

If i might suggest that if the drinker in the cabin has just a few drinks a day its very worth the non drinker paying the free at sea gratuities for the alcohol package even if he doesn't drink....(i ran out of character allotment to finish my answer .. sorry)

we declined the package on a recent cruise and bought one soda package. However for the most part no one asked for the card but just gave the soda. I'm glad I knew we'd paid for it on principle but it's really not enforced.

They asked for the card when we went. Everytime you wanted a drink. So maybe you got lucky.
