Review summary
The weather. The service is lousy and the food is also lousy. If you want Goodfood you must pay extra for the specialty restaurants any of the good food they charge $25 for at least . The other thing I must warn you they penny you to death $220 for each Internet and doesn't stop everywhere you turn the charge you extra. When you're at the bar you feel you have to beg someone for a drink . Best part of the trip was the excursions when we got off the ship. And all five of my family members felt the same way . The cruise director talks a big game but they really doesn't produce that. he's busy thanking his crew and telling you how wonderful they are. The majority are very subpar.

Ship tip
All three of my excursions were great. The staff on the ship was not very helpful until my son broke his foot on the deck on a chair then they kissed our ass the rest of the cruise. this is our second time on NCL and our last. this is our second time I'm NCL and our last .
Ports of call
Tortola, British Virgin Islands

I will have to agree with the OP that service and MDR food on NCL is bad. I have done 3 NCL cruises so it was not just an off week. In order to get good food and service you have to go to specialty dining and pay extra $$$. I have found better MDR and Lido food and service on Carnival.

The cruise line can not control the weather. I read reviews where the passengers believe the cruise line and the ships master should able to, but they can't.
For the food, I guess it's a matter of taste of what is being served and you didn't say if you ate at the buffet or in the MDR.
Why would you pay for getting on the Internet while you're on a cruise? If I need to get something, I'm waiting until we port and take my phone with me and use the Wi Fi service where I find it.
Getting a drink from the bar. How busy was it? You really didn't say.

I will agree that there is no excuse for poor service.
I will generally start with Customer Service, and if need be escalate it through the Hotel Manager, taking names, dates and times of each. If still dissatisfied, I will contact the line's management.
Never had to do it with a ship, but several chain restaurants in my area have either drastically improved or been shut down.
