Carnival seems to be pretty up front about not having kid's programs for unvaccinated children under 12 as protection from Covid.

When bringing kids, you really have to do your research before booking. Because of the pandemic, not all kids programs are operating or they're only operating on a limited basis and/or for certain age groups.
