Not on my last cruise with Carnival. The initial price I paid for social then upcharge would have equaled an 18% increase over getting the Value plan from the Cruise Manager prior to boarding. It might be a different story if the social plan is purchased on board then a day, or 2 later you want to get the Value instead.
