Norfolk actually has a cruise center for the embarkation, which definitely comes handy in bad weather. Too bad there won't be ship coming out of Norfolk in the future.

The cruise terminal is beautiful! It is located in the city’s downtown area, so whether you’re there as a port or call or sailing out of Norfolk, there is a ton to see and do. Within walking distance: Nauticus & Battleship Wisconsin tour and museum; great dining on Granby Street or at Waterside; take the paddle wheel ferry to Old Town Portsmouth and see a show at the commodore theatre; hop on the light rail and go see the Chrysler Museum; lots more. I’ve always found embarkation and disembarkation to be a breeze, although I don’t recommend being dropped off or picked up by car if you’re sailing out of Norfolk, as the line down Waterside drive can get a little long. Take the light rail in and walk the last couple of blocks.

Honest opinion, I wouldn’t get off at this port. I love near Norfolk anyways but for you NCL guys, there isn’t much to do. Everything there is will cost money. VA beach is one of your only options or going to Ocean Breeze or an Aquarium near. There is also a motor world but it is quite expensive. Walking around downtown Norfolk is also nice but not something i would do the whole day in port. Watch out for the ghetto areas however. But everything there is to do is in VA beach.
