Our best experience was when we hired a taxi driver and he took us around Uruguay and showed us the sites. If you try to speak Spanish, they will go out of their way to help you.

No excursion. Another lovely port to walk around when going ashore. Nice safe areas close to the cruise terminal for shopping and dining.
