We hired a private cab (right from the cruise terminal) to drive us around--he charged $50 per hour and he drove us all around Mazatlan--we saw the cathedral, open air market, good overview of the town, and of course, the cliff divers. It was a great way to see the town, being guided by a local.

No ship excursion, but got one of the pier people to take us around for $100 for all day. It was just right. We saw the top sights, got to stop where we wanted, and ended up at a beach with a restaurant with good food and lots of sand for the kids.
