We did the NCL walking tour and was probably $$$ well spent. We are walkers but were thankful for the bus ride to the top of the town. Lovely, quaint town and I'd suggest walking back to the town square and visiting the shops there.

A fabulosiand very interesting city. Well preserved walled city. Sad to hear some of the war experiences. Germans and Russians both conscripting boys from Estonia who ended up fighting against each other. We hit it on market day. Did some nice shopping
