Most tours do not go into Naples, they either take you to Pompei, Capri, Amalfi coast or Sorrento. Our tour of Sorrento and Pompei was excellent.

The ship docks within walking distance to the city. Got off about two hours to do some shopping.

Took the Hop-On-Hop-Off bus which allowed me to see the port city quickly.

Took an independent tour to Positano, Sorrento, and Pompeii -- absolutely unbelievably beautiful -- but we didn't have enough time in port. RCCL should schedule at least 12 hours versus 8 at this port.

Plan to hit Herculeum first, before the buses arrive. Then go to Pompeii and hit the high points first. You will absolutely run out of time regardless. Spend as much time at Pompeii as you can.
