Should I be concerned about crossing the Atlantic on the Wind with only 296 passengers . If we encounter rough seas, will a ship the size of the Wind be dangerous? Thanks for your input.

Although I have never cruised on Silversea, I would assume that their Captains are well experienced in trans-ocean voyages and will be relatively uneventful. Unless you get seasick easily, I wouldn't worry about it.
As far as dangerous, there are ships under 40 feet long that go trans-ocean on a regular basis.
