How does "cruises only" work?

How does THIS work??? I am researching our next cruise,and I read this on "cruises only", Has ANYONE went through this site, if so, do you REALLY get the 1000$ back afterward OR the 750$ onboard spending??Get more deals than the cruise lines offer!
