I have to ask. Is this an earnest attempt to stem the outbreaks of brawls, or just another attempt to increase revenue?

Only time will tell if this is "policy" or just an idle threat, although as bad as they're hurting for $$$ I'll bet they'll be tempted to slap fines on people who merely talk smack to another passenger or crew member.
