I have a late flight from Tampa on my return. Is there anywhere I can store my luggage while I visit Tampa? I am thinking of using public transportation. How do I get from the pier to the airport. Are there shuttles?

We always drive to Ft. Lauderdale so I am sorry that I can't add anything to the information that keywest 1 offered. You also might call the cruise line who might have additional information.
Carnival used to have Luggage Express, where you could set your luggage out the night before disembarkation and not see it again until you landed at your destination airport.
They discontinued this service last year.
Last month, we paid to store our luggage at the airport since we had a 5:00 pm flight. I think it was $7/bag, but for two bags, it was a reasonable price for us to avoid dragging our luggage all over Fort Lauderdale. You might check the Tampa airport website to see if they offer this service.
There are two options for you that I can think of right off the top of my head.
Number 1. Contact customer service for the cruise line you are using and ask the person to help.
Number 2 Contact your travel agent to request the same information.
On the first cruise we took Monique and I had an incredible travel agent. We flew in that morning and were on the ship in two hours after landing. Princess had a table at the LA EX for passengers and all our luggage was taken care of. On the return, all we had to handle was out small carry on.
Everything else was done.
You have to look into things like that, as for the cruise lines, they have so many folks coming from so many directions it is often hard for them to work on the logistics.
Now this is my experience with Princess. I'm sure others would be as accommodating.
But make sure you ask... There is no harm in that.
