Got on the ship right away, enjoyed lunch, entertainment was not nearly as good as other royal Caribbean cruises and we have sailed many times. We were not able to go to costa Maya due to weather but no offer of a refund. Did we pay taxes for this port?

I would think all ports charge taxes…yes. And you should have had those and port fees refunded
