there is only two choices: you pay for medical services or the cruiseline builds that cost into every ticket sold. That is what insurance is for, not for lost luggage.

I always buy the medical travel insurance. My husband had an issue on one of our cruises. He ended up having to spend the night and then released but requiring many doses of antibiotics . Cost $3300.00. Luckily our insurance paid most of it after having to file the paperwork. But the prescription part they wouldn't cover. So it ended up we had to pay around $700. So its worth taking the extra travel insurance, it's about $100 for the two of us.

Expensive lesson to learn but.... medical travel insurance should cover a minimum of $50,000 for emergency medical care and $100,000 for emergency evacuation or repatriation...... Ship or international medical facilities never accept US Medical Insurance
