If you take your luggage off with you, you can leave as soon as the ship is cleared by Canada. If you put the luggage in the hall outside the cabin you have to wait until your luggage tag color is called. They organize the luggage in color groups and there are people who can point you in the right direction. Every time I have in Vancouver the check out through customs it has been pretty swift.
