From my understanding, this particular area--deck part w/hot tubs, are for those paying Terrazza prices.

The Terrazza Interior area should be open to everyone though (Similar to Havana Inside bar area on the Vista class ships).

The Terrazza Carnevale area is limited to those in those particular cabins until 7pm. After 7pm, the area is open to all
