Your best bet for Park-Sleep-Vacation packages will be in NJ around the Newark Liberty International Airport or in Ridgefield Park, out on Staten Island, or in Westchester County NY. You will not find any hotel stays with parking package within Manhattan.

If you choose stay in the city there is a rooftop lot direct over the cruise terminal currently runs at $40/night to a max of $400/voyage. Other private lots and garages are about 3 city blocks away and will only save you about 10-15% per night (which is easily eaten at, by the incovienent walk crossing a highway or by taxi/rideshsre costs).

Ridgefield Hilton Garden inn and suites in Ridgefield NJ or park in a nearby garage. I have gotten to the cruise terminal by noon and had cruise terminal parking be full.
