The reason they “force” both passengers to buy the cheers package is they couldn’t keep them from sharing it. But you don’t have to buy it at all. There are several spreadsheets online to use to determine if it is worth it for you. We’ve sailed 15 times and never bought it because our bar tab hadn’t been much more than $200 max. Our upcoming cruise has cheers included with our fare. It was only about $200 more than the best rate available. For us that was a no brainer because we easily spend $100 at the coffee bar.

NCL have the same policy on the drinks package, I assumed all the cruise lines did. Otherwise one person could pay and get free drinks for the other person. You can contact them if you have a good reason why the other passenger shouldn’t have to buy it (has to be a very valid reason i.e. not just that they don’t drink very much).

It was always carnival’s policy that you could not purchase a drink package individually but everyone in cabin 21 yrs and over had to . This is probably to stop one person from purchasing it and getting free drinks for others.

I’ve heard you can go down to guest services to tell them 2nd person in cabin doesn’t drink. Carnival is a little more hesitant to do it than Royal Caribbean but they still should do it.
