Might want to look at the date of the video. We were on the Caribbean Princess in May. No mention of them being closed. They were serving breakfast and lunch in the same area as Planks and Steamers. Thy are at the back of the ship and used as part of the buffet during breakfast and lunch.

We disembarked today and want to confirm that both of these 2 restaurants are still closed for specialty dinner despite the ship being sold out. Yes they only use the space for Lido buffets.

Those restaurant venues were not active because post-covid low guest numbers and short staffing made them impractical. Maybe now with full ships they will be operating again. It doesn’t seem to make sense to close some venues for numerous cruises because of a norovirus incident.
