No. Streaming and internet access are bundled. it was tiered before they switched to Starlink.

unless it has changed since the last time I was on a rccl ship, they have different packages.

unless it's changed recently, they usually have a surf & stream package and a surf package.

Since joining the Starlink family Royal not longer tiers their wifi packages. If on an older ship not yet retrofitted they might offer just the Vroom without streaming as an option. You will need to check your Cruise Planner for what options your ship has.
