From the port terminal in Mazatlan, you can walk the Blue Line to the Plaza Machado. There is a actual blue line going down the street, Playa Azul and turn right on Carnival St and the blue line continues all the way to the plaza. The total walk is probably three-quarter mile. There's restaurants and shops right there. From the plaza if you were to continue a few blocks to the west it would take you to the Malecon. Mazatlan actually has one of the longest malecons. There are plenty of shops and restaurants along the boardwalk. If you wanted to see The Catedral Basilica, absolutely beautiful church it is just a couple of blocks to the north east of the Plaza Machado. If you have made it this far, you might want to go an extra block to the north east and there is an absolutely huge indoor market. The market is probably a mile from the port terminal. Mazatlan also has open air taxis called Pulmonias. They are pretty inexpensive, if you want you can take one back (port) and enjoy the ride.
