If you want to be free from the venders then your best bet is to get a day pass at one of the resorts. The free beaches will always have people there selling services.

Absolutely get a day pass. We went to Cabbage Beach and it was awful. The hawkers were right at the entrance and it was a barrage the entire time, selling and renting everything- chairs, umbrella, pineapple drinks, food, souvenirs and it was non stop. Also, don't take the ferry. Trust me on this. Take a cab.
