Yes you can, assuming you want to run the risk of introducing a noxious invasive pest (insect eggs for one) into the US, take the chance of some very stiff fines if you get caught, and maybe get bumped off the ship in Mexico. But if you are at least semi law abiding, then no, not legal or very environmentally sound..

Cruiseline won't allow agriculture on the ship from other countries.

Flowers and Plants: Only permitted on board if ordered through Carnival’s Fun Shops or delivered by a florist in the port of embarkation but are not permitted to be taken off the ship in Australia or Ports of call.That is directly from Carnival’s website.

If the dogs in Mexican ports hit on it you might have problems getting to the ship. If the on board K-9 security officer thinks it smells like something, you might find your cabin being searched. & if the scanners from the CBP detect it you will have a nice talk w/ an agent about what is & isn't allowed to be carried across borders. Not to mention it's against ship regs to bring plants or seeds on from ports.

You probably won’t make it on the ship, and if you do you won’t make it through customs in the US, it’s a felony to transport agricultural products internationally without a permit.

I thought I was going to get arrested because of a rose I brought in from Cozumel. Heck I didn’t even think about it. A lady and a rose. What else can you expect lol.

Entering the US, you must declare all agricultural products. US agricultural inspectors will examine your items to be sure they meet entry requirements and do not harbor harmful foreign pests or diseases.

judging by the answers by others. I dont think it's worth the risk. why not wait until you are home and try to order from a Mexican florist. Maybe they can send it
