I know that in addition to plain water, there are "flavored waters" available as well. Are these sweetened, either with sugar or artificial stuff, or are they like the waters where fruits and herbs (e.g., cucumber mint, orange-lime, etc.) are steeped in them?

I have always preferred beer. My liver prefers I don't drink that hard stuff.
I get the beer flavored water. Boy is that expensive, but probably because they carbonate it for you.
That is OK, but I prefer my water aged in oak casks for a decade or more, preferably infused with barley, corn, rye, wheat and yeast.

Also, the spa on Carnival ships (possibly others as well) offers Cucumber and Citrus waters - simply water infused with cucumber, orange or lime.
NCL spa offers the same. Citrus in one container and cucumber and mint in the other

I do not disagree ... just reporting what is and what they call it.
They should not be thought of as water. Picture something with a diluted lemonade flavor.
In the Windjammer buffet there are usually 2 "flavour enhanced" waters. Basically just sweetened fruit drinks. They also have lemonade and unsweetened ice tea. These are available most of the day.
In general, most (all?) Royal Caribbean ships now use those Coca-Cola machines where you can customize the drinks with different flavors. I assume they mean those which unfortunately would mean artificial flavors. I'm not sure where you were reading about it but that's my guess. The spa might have water flavored with actual ingredients, though!
