i want To book an excursion with Royal Caribbean excursion starts at 8:30 and the ship arrives at 8 AM is that cutting it too close? Will they wait for all of the people from the ship?

Yeah, as long as you book with the cruise line, the tour will adjust if the ship is late.
Show a little early anyway. Everybody seems to do that, so they can get out of the starting blocks first then jog ahead and get into the front seats ahead of those with disabilities. Just kidding.

They will wait for a few minutes, but if everyone else gets to the excursion meeting point on time, they may not wait too long. With Carnival, there is sometimes a specific meeting place on the ship for the different excursions, and everyone goes as a group to meet the tour company. That way no one has to wait for stragglers.

If you book through a third party check with them. Some will guarantee to wait while others may not.
If you book through the cruise line--no worries.
