The only restaurants across the Norwegian fleet that enforce a dress code are Le Bistro and Ocean Blue that require men to wear long pants and a collared shirt and women to dress in nice pants or dress along with an appropriate blouse or top. Otherwise ALL the other restaurants allow casual wear.

Norwegian has two optional gala nights on a seven night cruise but you are free to dine anywhere without dressing up although Le Bistro and Ocean Blue do require long pants and collared shirt for men and appropriate attire for women.

Edit: there are no formals on Norwegian Cruise line. It's called dress up or not. not stressed up. I use my voice so it came out funny. there are certain restaurants that you do have to dress up a little nicer on the getaway and it was Tropicana.
