As with any port, it’s as safe as you make it. If you wander off into a wrong area, it can be dicey. For the most part, I found the people curious and wanting to interact.

Yes there are a lot of police around still take all precautions anyway

Cuba is extremely safe!! Most residents are terrified to break the law since people are arbitrarily thrown in jail for breaking the law. Locals are friendly and helpful and we didn’t encounter a single scam or crime. We love the cuban people and Cuba!
