Yes, they still need one. My 2 year old had to have one. If you are leaving any US port, a child has to have one.

You do not need a passport to cuise if you leave out of a U.S. port. my kids do not have them, and they cruise.

No passports needed to the Caribbean at all for anyone. But if no passport you’ll need a Birth Certificate. Not a copy of it

If you are going on a cruise that leaves from a U.S. port and returns to a U.S. Port, then passports are NOT required. We’ve cruised many times with our kids and none of them have passports.

No one HAS TO have one while cruising. Birth Certificate is sufficient.
