It is generally quite difficult to upgrade your your once on the ship, especially if the ship is near capacity. You may have a better chance at the moment while they are sailing at reduced capacity but I would not rely on it. If you want to upgrade, I would suggest doing it in advance. There is also the Celebrity MoveUp program which allows you to bid for an upgrade within 30 days of sailing, however you are bidding on a category, not a specific cabin, so you take the risk on the location of the cabin.
