Has only had a starboard side room that's on the bump-out where the Magic Carpet operates? Is balcony visibility obscured?

Not unless the Magic Carpet is on that deck. The Magic Carpet is normally on the upper deck during the day and moves to deck 5 or 6 in the evening. If your room is between the two primary positions the view from the balcony would not be obstructed. This is not like an elevator where the Magic Carpet is constantly moving from deck to deck. Only moves a couple times per day, and usually late at night.
