The ship was completely full, had to stand in line for hours at food buffets. All through the night people running in halls and being loud. Smell of weed everywhere inside and outside on all decks. Very upset with the outcome of the cruise, will not go Valor again and do not recommend it.
Embarkation

We were not given instructions from Carnival services on where to go, what to do. The Carnival staff that was taking photos was not organized.
Ship experiences
Food and Dining
2 out of 5
MDR was ok at best, the food was nothing special however the servers were great, unexperienced but fun to be around.
Onboard Activities
2 out of 5
Big screen movies did not have the best options, mini golf was a joke and needs to be replaced. Had no directions on how to get basketball and volleyballs to use, courts would be used for hours by the same guests.
Entertainment
2 out of 5
The 2 comedians were good but that was the only entertainment on board. The Dj's by lido deck pool were not entertaining and played the same type of music 95% of the time.
Service and Staff
2 out of 5
Bar service at guest check in on deck 3 was the best, other than that service was very hard to get.
Ship Quality

Ship is run down and it shows everywhere, metal bars were bending, they were welding in the middle of the day on deck 11.
Years ago we could visit any beach without a cover charge, not an option anymore. Had to argue with taxi driver to drive around the island, he only wanted to take us to beach resorts where it seemed he would get a kickback if we paid to enter.
By the end of the year (2023) I have been on a valor well over 15 times, I have lots of friends (crew) that I hang out with when we get to the ports. I have never I have over 48 cruises I have never been at a buffet where you have to wait hours not even 30 minutes. I can't believe you went on every floor just to see if you can smell weed! wow! Not that I supported but it's not a whole lot that we can do about it. Their suitcases are being sniffed by police dog in the US Port before they board they're buying the substance in the foreign country and bringing it on board. That's why a lot of them get off with their own suitcase because they have something to hide. Of course not everyone that gets off with their own suitcase have something to hide!
Something to help with your next cruise, take the time to consider room location. Your room was on the lowest deck and near the elevator. Next time, spring for a room on a higher deck and midway between elevators. The night time noise will drop drastically. Also, remember, if you want to enjoy the cruise you will regardless of noise and lines. Personally, if lines to buffets are long, I eat elsewhere, Guys, pizza shack, blue iguana, etc.. there are always options.
It sounds like my weekend cruise on Liberty, but I enjoyed myself regardless. Sometimes, it's just our attitude. Instead of looking and focusing on the negative, i find something i like and stay away from the rowdy crowd. I have been on Valor twice. I had reasonable amount of fun.
