If you had looked on carnival's site under the FAQ it tells you what ships/rooms have non stocked mini bars.

Some floors do have mini fridges. I'm traveling in June on floor 10 spa balcony and there is a mini fridge. You can call and ask a carnival agent if the room has a fridge available.

Disappointing they don't have the little mini fridges in every room. I'm taking the collapsible cooler like others have suggested. Have to have cold water at all times👍

Most cabins on the sunshine do not have refrigerators, but they will bring you an ice bucket and keep it full, if you request one.
